The keys to the kingdom

I've put off reading this series, but you have convinced me that I should give it a go. Would it fall into the category of "Steampunk", for the purposes of my new booklist? I have just read Barnaby Grimes,by Paul Stewart, which is a true "steampunk" novel, and almost too scary in parts for the fainthearted.
